Water Treatment Plant Chief Operator

The Municipal Authority of the Township of Robinson is accepting resumes for a full-time Water Treatment Plant Chief Operator. The Chief Operator will be assigned to the water treatment facility and work Monday thru Friday, 7:30 AM to 3:30 PM. Chief Operator is required to work Holidays as scheduled. Chief Operator is responsible for off-hours support to the on duty Operators as needed. Onsite off-hours presences may be required for major issues. (The last 2 items listed are not a common occurrence)

General Description:

The Chief Operator is responsible for operating and maintaining the Water Treatment Plant and all of its equipment; to assure the quality control and proper operation of the plant by conducting daily analyses and keep a daily record of all test results, plant operations and maintenance activity in order for the plant to meet or exceed the requirements of the Safe Drinking Water Act, & provide guidance to Plant Operators as needed. This position shall be paid an hourly rate as designated by the current collective bargaining agreement which include hourly Operator Certification compensation.

Must possess and keep at least a current & valid Class A, Subclasses 1, 7, 8, 10, 12, Certification from the Pennsylvania Department of Environmental Protection State Board for Certification of Water and Wastewater Systems Operators.

Water Plant Chief Operator Duties and Responsibilities:

  • Completes all relevant Federal, State and Local reports in a timely manner, including but not limited to: discharge monitoring reports, sludge reports and any related reports as mandated by the Authority’s’ NPDES Permits, under the direction and in assistance with the Compliance Coordinator.
  • Responsible for monitor, maintaining & reporting to Management issues regarding site security.
  • Notifies management immediately of any process upsets or mechanical failures that may adversely affect the quality and/or possibly prevent the plant from achieving permit compliance.
  • Supervise, train, instruct, and make process determinations as related to Plant Operators
  • Assists all plant operators and coordinates sludge removal with sludge hauler/operator.
  • Become familiar with and ensure timely sampling of monitoring/reporting requirements set forth by the PA DEP, and record data to DWELR and WebOAS.
  • Directs all non-certified operators to take certain actions by writing Standard Operating Procedures in accordance with the requirements imposed by State law.
  • Perform all miscellaneous duties as instructed by Management, the Compliance Coordinator and the Consulting Engineer.
  • Operate the water treatment plant as per the guidelines established by the US EPA & PA DEP.
  • Perform all required water analysis.
  • Operate, monitor and make the appropriate adjustments of controls and equipment as needed.
  • Monitor and maintain water tank storage levels.
  • Monitor chemical feed systems and add chemicals when necessary.
  • Order chemicals as needed to keep a safe inventory level
  • Perform maintenance on air dryer, oilier, chlorine and chemical feed systems.
  • Perform minor electrical repairs with other Authority personnel.
  • Must document all testing and various plant activities in daily log.
  • Must notify all operators of plant status, especially unusual conditions.
  • Maintain telephone log including customer calls, complaints etc.
  • Place telephone calls to MATR employees in the event of emergencies such as but not limited to water breaks, plant and pump station alarms, and customer related response items. Operator should follow emergency call out list. If directed by Management.
  • Operate in accordance with PA-One Call System rules and regulations.
  • Responsible for housekeeping, and maintenance of all operating systems of the Treatment Plant, both personally & by assigning duties.
  • Must be able to lift 50 lbs.
  • Must possess basic computer skills, including word, excel & basic SCADA System knowledge.

Candidates should possess at least  5 years supervisory experience . The position includes a collective bargaining agreement with an attractive wage and benefit package.
